subscriptions to mainCal as topical areas cause no access error for normal event admins

- login as superuser (admin client)
- create a subscription against /public/cals/mainCal
- make it a topical area, give it a category tag and filter
- login as normal admin
- add an event and tag with new topical area
Throws a no access error
Note that this error does not occur when a subscription is made to /public/aliases/somesubscription
