Proxy organizers for meetings

How do we specify we want to act as a proxy for another user?
How do we create such a meeting?
Is it because we create the meeting request in that users calendar? That may be suffciient.
Or the other way round, e.g we say create a meeting with me as proxy for X and then we set it up with an entry in /user/X/calendar
