Revisit public admin event deletion

In public admin deleting an event with no delet access causes the delete flag to be set.

Need mor evisual clues in the admin list of events - perhaps filter out deleted events from the list

event should show up as "deleted" in admin UI so users know the event is "deleted" (switch to show/hide deleted events)
