Use XML file to define properties

Get rid of current PropertyInfoIndex?. Reference all properties by name and fetch their info from a table,
Makes it possible for organizations to easily determine for themselves which properties should trigger a reschedule.
Makes it easier to define new properties.
Probably will want some sort of numeric index value defined in the data
