Don't reinstate meeting if attendee declined

REQUEST for meeting which has attendee PARTSTAT set to declined should be ignored.
Should not even be sent out by organizer.
A resend to all will change RSVP
Forget that - the spec is saying otherwise. If an attendee wants to delete a meeting we should either disallow that (and maybe set the the deleted flag) or tombstone it - which we need to do anyway.
The concern is that a user may change their mind and has no way to reinstate - they could phone the organizer...
In any case this needs more thought - and a more solid spec
