calendar suite preference: make category selection optional when creating events

need to re-enable selection of categories when creating events; a calendar suite preference should be added to specify whether or not these should be visible to event admins

- resolution set to wontfix.
allowing direct selection of categories in the admin client causes problems for topical area handling and complicates the user experience. We won't allow this.

radio buttons for this preference are in the admin client UI, but don't do anything yet.
