Move event property maintenance up into svc layer

Event proeprties, e.g location, category etc, are not part of the calendaring specs, in that their maintencance as separate entites is part of client support.
As such they should be taken out of the calintf level and moved up to the svc level.
We should recast them as some sort of class much liek the scheduling class which will reduce the complexity of the svc level.
This move will ease implementation of a caldav back end.
