In Privileges.setState are we setting the priv flag correctly?
Should we only set to allowed or denied if the current state is unspecified?
Then READ, NOT ALL is not the same as NOT ALL, READ
Currently we set allowed always adn denied only if unspecified so
READ, NOT ALL is the same as NOT ALL, READ
